今後の電力供給利用の全体像を把握するため,各種規模・分野における卸供給の可能性について適切に把握する事を目的とし,自家用発電設備の設置動向調査並びに予備解析を行った。調査・予備解析の結果,以下のことが明らかになった。(1)自家発全体の中で,1MW~10MWの中規模自家用発電設備の設置数が最も多く,事業用設備と比べて自家発設備の増設や改修は比較的頻繁に行われている。(2)需要家に設置される空調機器の延床面積当たりの容量は小規模な施設では圧縮系冷凍機やヒートポンプ(HP)が利用されることが多いが,大規模な施設では各種冷凍機や冷温水機・ガスボイラーの利用が多くなる。(3)単純な発電コストの比較的検討による予備的検討から,ガスタービン発電機による卸供給可能潜在量は,設備容量1MW~1MWの中規模自家発においては既存設備容量の1~3倍程度である3900MW~11700MW程度と推定される。

THE GOVERNMENT SURVEYED THE PO TENTIAL SIZE OF INDEPENDENT POW ER PRODUCERS(IPPS)IN THE FUTURE . AS A PROVISIONAL EVALUATION V ALUE, IT IS ESTIMATED AROUND 21 TO 35 GW. THIS FIGURE WAS BASE D ON PRESENT REGULATIONS AND FO CUSED ON THE LARGER IPPS. ACCOR DING TO THE TECHNOLOGICAL PROGR ESS OF THE GAS TURBINE, WE FOCU SED ON MIDDLE-SIZED(1MW-10MW)SE LF-GENERATION FACILITIES. THE O BJECTIVE IS TO ESTIMATE THE TOT AL POTENTIAL CAPABILITY OF NON- UTILITY GENERATORS POWERSUPPLY IN THE FUTURE. THIS REPORT DESCRIBES THE RESU LTS OF A SURVEY ON THE CHARACTE RISTICS OF SELF POWERED GENERAT ION PLANTS IN JAPAN, ANDENERGY DEMAND AND AIR CONDITIONING SY STEMS OF CUSTOMERS IN THE COMME RCIAL AND INDUSTRIAL SECTORS. T HE AMOUNT OF CAPACITY FROM THE DATABASEDEVELOPED HERE IS 21.2 GW WHICH COVERS 90% OF INSTALLE D SELF-POWERED GENERATORS AT TH E END OF 1995 IN JAPAN. THE CAP ACITY OF MID-SCALE SELF-POWERED GENERATION PLANTS IS APPROXIMA TELY 3.8GW. THE INSTALLED CAPAC ITIES OF GENERATORS BY TECHNOLO GIES ARE APPROXIMATELY 9.2GW OF STEAMTURBINES, 4.2GW OF GAS T URBINES AND 2.9GW OF INTERNAL C OMBUSTION GENERATORS. THE AVERA GE CAPACITY OF A GAS TURBINE GE NERATOR INSTALLED ASA SELF GEN ERATOR IS APPROXIMATELY 3MW FOR A MID-SIZE POWER PLANT. INSTAL LED CAPACITY WAS INCREASED IN T HE 1980S BECAUSE OF THE LOW INI TIAL COST AND LOW FUEL COST. NE W INSTALLMENT AND ADDITIONS OF SELF-POWER GENERATOR INCREASED FROM 1995 AFTER DECLINING IN EA RLY THE 1990 S. PRELIMINARY FEASIBILITY ANALYS IS OF THE SUPPLY CAPABILITY TO GRID BY SELF-POWERED GENERATOR IS ALSO INCLUDED IN THE REPORT. THE COST EFFECTIVENESS NUMBER OF ADDITIONAL GENERATORS FOR WH OLESALE IN THE MID-SCALE SELF-P OWERED GENERATION PLANT IS UP T O THREE ACCORDING TO ANNUAL GEN ERATION COST. THE MAXIMUM POTEN TIAL OF POWER SUPPLY BY MID-SCA LE SELF-POWERED GEMERATORS IS E STIMATED AS APPROXIMATELY FROM 3.9GW TO 11.7GW IN THE COUNTRY.
