従来使用されてきた「電気事業便覧」のデータでは，2000年の電力自由化以降，契約電力が一定規模以上の需要家の電力需要が「特定規模需要」として一括計上されており，それゆえ，産業部門と業務部門の電力需要を分割し，経済分析を行うことが困難となってきた。そこで，本稿では近年新たに公開された「都道府県別エネルギー消費統計」のデータをもとに，産業部門と業務部門における電力需要の経済分析を行った。その結果，電力需要の牽引役が産業部門から家庭部門および業務部門へシフトしている様子が見られた。その中で，産業部門の電力需要については，特に製造業において，東京，関西で落ち込みが見られる一方，業務部門については全国的に成長している姿が読み取れる結果が得られた。業務部門で特徴的なのは，商業・金融・不動産部門の電力需要の増加率が全国的に高いことであり，商業・金融・不動産部門が業務部門の電力需要の増加を牽引していることが新たに把握できた。こうした要因について，電力需要関数の推定を行い，実証分析を試みたところ，産業部門における電力需要の伸び率低下の要因は生産の落ち込みによるところが大きいことが分かった。その一方で，業務部門は全国的に生産要因によって電力需要が大きく伸びていることが明らかとなった。これは，業務用床面積の増加やOA化の進展によって業務部門の電力需要が大きく上昇したと推察される。

概要 （英文）

Since electricity deregulation in 2000, the commonly cited "Handbook of Electric Power Industry" has collectively classified contract demand customers exceeding a certain scale as "specified-scale demand," thereby complicating economic analysis by partitioning electricity demand in the industrial and commercial sectors. Thus, this report attempts to make use of the data from "Energy Consumption Statistics by Prefecture," released since 2005 for economic analysis on electricity demand in these sectors. Though the data, it was observed that the driving forces behind electricity demand growth is shifting from the industrial sector to the residential and commercial sectors. This report also indicated that electricity demand in the industrial sector, especially in manufacturing industries, declined in the metropolitan areas of Tokyo and Kansai. By contrast, the commercial sector is displaying nationwide growth. A characteristic of the commercial sector is the high rate of increase in electricity demand from commerce, financial, and real estate establishments. The author estimated electricity demand functions and found that the decreasing growth rate in the industrial sector in metropolitan areas was caused by decreasing trends of the production factor. By contrast, this trend has led to increased electricity demand in the commercial sector, which is experiencing significant nationwide growth.
