わが国の電力システム改革の主要な論点の一つに、供給義務撤廃後に十分な供給力をいかに確保するかという問題がある。自由化で先行する欧米では、長期的な供給力確保のための仕組みとしての容量メカニズムが導入され、あるいは検討されているが、米国と比べ欧州の動きについてはよく知られていない。ヒアリングと文献調査により、欧州での容量メカニズム導入に関する議論を概観した上で、イギリス、フランス、ドイツの具体的な事例に基づき、制度的な特徴を明らかにし、わが国における供給力確保のあり方に関する議論に資する。

概要 （英文）

This report aims to summarize various types of capacity mechanisms that are planned and/or discussed in European countries, and thereby extend the results to the policy discussions in Japan. For this purpose, we identified various types of capacity mechanisms discussed in Europe and surveyed proposed capacity market schemes in the UK, France and Germany. In the UK's centralized capacity market, a centralized auction controlled by TSO (Transmission System Operator) is at the heart of the system, while France plans to introduce a decentralized capacity market that obliges retail suppliers the capacity procurement for security of supply. Germany currently procures reserve power capacity in the southern part of the nation using a bilateral contract between TSO and power generators. In the meantime, Germany gets recently inclined to discuss possible establishment of the French-type decentralized capacity market, although it does not determine anything about a formal rulemaking process. From the comparative assessment of the capacity markets proposed in the three countries, we summarized major differences among them as follows; (1) the centralized capacity market that will be introduced in the UK may be more reliable in procurement of expected capacity, while it may cause a risk of excessive governmental involvement to the system. (2) the decentralized capacity market that will be introduced in France and possibly in Germany, in contrast, can provide retail suppliers with greater independence of the system by avoiding governmental involvement, with reservation of failing to procure enough capacity if the penalty does not send an expected signal for suppliers to procure appropriate volumes of capacity.
