本研究では，政府機関の電力調達入札におけるPPSの応札行動に影響を与える要因を樹形モデルによって分析し，わが国小売電力市場の競争環境について考察を行った。政府関係機関によって2004年度から2006年度に行われた電力調達入札のデータを用いて，PPSの応札者数や落札結果を樹形モデルで分析した結果，PPSが積極的に応札するかどうかは，地理的要因が大きく影響しており，東京電力管内や関西電力管内で，PPSの応札者の数が多く，また，PPSが落札する可能性が高くなっており，それ以外の地域では，規模が非常に大きいなど，相当の条件を満たす案件でなければ積極的な応札は期待できないことを示した。また，各区域内では，負荷率が低い案件や，契約規模が大きい案件，特高需要の案件に対してPPSによる積極的な応札があることを明らかにした。ただし，地域によって傾向が異なり，関西電力管内では，需要規模の差が重要な要因であるのに対し，東京電力管内では，負荷率の差の方が重要な要因となっている。

概要 （英文）

Since the partial liberalization of the electricity retail market, the government entities utilized competitive procurements for electricity supply contracts (competitive power procurements) to lower the cost. They effectively helped the Power Producers and Suppliers (PPS) to win new customers. However, in many cases, no PPS participated in the bidding and the local incumbent utilities faced no competition to win the bid. This study analyzed the bidding behavior of PPSs in competitive power procurements for government entities. Following a brief review of the current status of the retail electricity market, we identified the factors that facilitate the PPSs to participate in competitive power procurements and that increase the probability that a PPS makes a successful bid, using the classification tree method. Our major findings are the followings. (1) The probability that more PPSs participate in the bidding and win the contract is largely determined by regional factors: They participate more actively in Tokyo and Kansai areas, perhaps because the eligible customers are concentrated in these areas. (2) In each region, PPSs are more interested in contracts with low load factors, indicating that electricity prices for such contracts are expected to be so low that PPSs cannot compete. (3) PPSs are more interested in contracts with large contract demand, indicating that they reduce the transaction cost.
