トップランナー制度は、日本の省エネ政策の重要な部分を占めるにも係らず、これまで客観的な評価がほとんどなされてこなかった。本稿では、家庭における電力消費の2割を占める照明分野を対象とし、技術内容の理解に基づいて、現状の政策の問題点を明確にし、具体的な政策改善の試論を提言する。
その内容は以下の通りである。 ①ランプと安定器およびいくつかの主要な照明器具について、最低効率を設けて一定の水準を維持する、②CEC/L基準を強化し建物全体の照明効率向上を図る、③光熱費表示によって一般消費者と政府向け情報提供を強化する、④Hfインバータ方式器具の政府グリーン調達を一層推進する、⑤究極の省エネルギー照明となる可能性が高いLEDおよび有機ELの技術開発・導入支援プログラムを強化する。
日本は、トップランナー制度を導入し、家電機器の省エネルギーに取り組んできた。過去10年には大きな成功もあったが、改善すべき課題も残された。
今後は、この10年の貴重な経験を踏まえ、より有効な規制のあり方の模索が重要となる。照明分野では、これまでもインバータ蛍光灯やLEDなどで、日本発の技術が寄与してきた。今後も、技術を通じた地球規模での温暖化対策への日本の貢献がおおいに期待され、そのための適切な政策運営が強く望まれる。

概要 （英文）

Improving Energy Efficiency is a key to address the issue of climate change. Japan has 10 years experience to improve energy efficiency of major electric appliances using so-called "Top Runner Approach". This paper takes lighting (lamps and apparatuses) as an example to investigate whether the current policy has a beneficial effect on energy efficient lighting, then drops some suggestions for further improvement.
The Top Runner Program, which was designed in 1998 and introduced the following year, was a significant first step forwarding energy efficient lighting. Fruitful improvement has been realized owing to technology advancement such as electronic ballasts, three-band fluorescent lamps, and high frequency fluorescent lamps. The program contributed to motivate manufacturers' intentions for such technology developments, but regulation itself was not essential as most significant changes occurred in demand shift not within a category, but across categories. This represents insignificant causality between policy and major improvement of energy efficient lighting.
We suggest some beneficial changes in legislative initiatives as follows, i) introduce MEPS (minimum efficiency performance standards) instead of Top Runner standards, ii) stimulate demand for highly efficient lighting products through buildups building regulations and/or financial incentives, iii) inform consumers about cost of energy, iv) strengthen government's green procurement, and v) support R&D of new technology.
