本稿では、温暖化制約のもとで、今後20～30年というタイムスパンでの世界のエネルギー需給についての視点を得るために、シナリオプランニングの手法を用い分析を行った。 まず、最近出されている世界エネルギー需給に関するシナリオをサーベイし、そこから多くのシナリオに共通するドライバを探し、さらにそのなかで、不確実性が高く、かつ影響の大きなドライバを抽出した。 その結果、エネルギー資源・価格動向、中東地域の安定、中国経済の将来、温暖化制約の強度、といったドライバが浮かび上がってきた。中東地域の安定は、石油開発と将来の石油価格動向に大きな影響を与え、その動向によっては、カナダのオイルサンド開発に代表されるような、先進国での非在来型石油・天然ガス開発を加速することになる。また、化石燃料資源を使い続けていく場合には、CCS（CO2の回収隔離）の技術動向は、重要なドライバとなる。需要の面からは、最も影響が大きく、将来的には不確実性の高いドライバとして、中国経済の動向が上げられる。最後に、以上のドライバのうち、中東地域の将来、中国経済の成長の２つのドライバを軸に整理し、４通りの将来像を検討し感度分析を行った。

概要 （英文）

Under the constraints of global warming, the situation of world energy Demand and Supply situation is getting more and more complex and volatile. Employing the scenario analysis methodology, the author aims to analyze major uncertainties and corresponding drivers which governs the future world energy demand and supply. From the survey of recently published several world scenarios, there are found common and concrete future trends among the scenarios, reflecting corresponding uncertainties behind them. From those uncertainties, the author extracted the following four scenario drivers which should dominate the future world energy scenes: a) energy prices, b) Middle East situations, c) China’s economic growth and d) the intensity of global warming constraint. In-depth reviews are given about the major trends or uncertainties of each of the scenario drivers. As for global warming constraints, the strong constraint would lead to a full-scale introduction of CCS (Carbon dioxide Capture and Storage). As for the future and prices of fossil-fuels, use of unconventional resources coupled with CCS would be competitive enough to other major supply sources under high energy prices and strong constraint of global warming. As for the geopolitical drivers, expansion of domestic imbalance in China and economic reform and population structures in Middle East are the main uncertainties.
