本報告は、電力自由化と市場開放に関する欧米の学識経験者の見解について調査した結果を取り纏めたものである。電力自由化に関しては、カリフォルニアの電力危機以降、有効な競争を促すことの難しさが徐々に認識されるようになり、自由化の成果が楽観的に論じられるようなことは少なくなってきた。電力のアンバンドリングに関しては、明確に批判的な立場をとっている学識経験者はほとんどいないが、最近では、そのベネフィットを慎重に見極めるべきであるとの見解もみられる。電気通信や鉄道においては、アンバンドリングが必ずしも所期の成果を上げておらず、一部の専門家の間では批判的な議論が展開されている。電力市場設計の標準化については、これまであまり議論が行われていない論点であるが、欧州における単一電力市場の実現にはかなり時間がかかるものと予想されている他、最近では途上国において欧米型の自由化を進めることに批判的な議論が見られる。

概要 （英文）

This paper reviews the recent debates on liberalization of the electricity industry in academic literature. Recognizing the difficulty of facilitating effective competition in electricity market, particularly after California power crisis, it has become a challenge for many to be optimistic about the benefits of liberalization. Although few criticize policy of vertical unbundling of electric utilities, there are some views that the cost and benefits of unbundling must be carefully compared. There are some criticisms against the policy of vertical unbundling in telecommunication and railways industries, as the benefits of the unbundling were not yet realized. Also, questions are arising as to standardization of electricity market design. Some views that it would take much longer time than expected by European Union to develop a single European electricity market. Recently, there are some criticisms against exporting the electric restructuring policies in industrialized countries to developing countries.
