21世紀の北東アジアは，世界経済のグローバル化の流れとともに、経済的に大きく発展することが予想されている。しかし，その実現のためには、発展の基盤となるエネルギー・電力の供給力の確保や環境問題への対応など，数多くの課題を克服することが必要である。特に、巨大な市場である中国を含む北東アジアは資源エネルギーの域外依存度が高いだけに、エネルギーとりわけ電力の需給力面での効率化と再構築が北東アジア経済発展の鍵を握っている。本研究においては、当面する電力産業の課題の中から、以下の課題を中心に検討を加える。第一に規制緩和に当たって配慮すべき要因を分析・整理し、北東アジアの途上国に適合した自由化戦略を探求する。第二に、電力市場の自由化に関連して、長期的な視点から電力の需給管理方策にかかわる政策課題を明らかにする。第三に、電力の需給管理方策と市場の自由化動向、IT革命との関連を評価する。最後に、北東アジア電気事業の生産性の計測結果に基づき、経営効率改善方策を探る。

概要 （英文）

The 21st century has been heralded as the “Asian century”． It is said that Northeast Asia is set to become the center of economic growth in the world. In order for this to become a reality, however, it goes without saying that a stable and inexpensive supply of energy, electricity in particular, is absolutely necessary. There are several issues involved in meeting societal and global demands for a stable and reasonably priced energy supply, and various difficulties involved in solving them that must be overcome before we can reach our goal.First, we discuss the effects and merits of major strategies in the global ongoing process of liberalizing the structures and processes of electricity industries. Second, in the context of liberalization, policy issues related to the long-term management of the demand for and the supply of electric power are addressed. Third,the symbiotic relationships among the demand-supply management of electricity, the ongoing liberalization of electricity industries and markets, and the information technology revolution are assessed. Finaly, levels and trends in productivity performance of Northeast Asian electricity providers and the technical factors inducing productivity gains are discussed.
