北陸地域の製造業と電気機械、金属製品、繊維を対象に、成長会計手法を用い1975～96年の期間における成長要因と労働生産性格差を分析した。成長に対する資本、労働、全要素生産性（TFP)の要因別寄与度を計測し、労働生産性の対全国格差をもたらす要因を明らかにした。 主な成果は、以下のとおり。（1）北陸製造業の成長に対するＴＦＰの寄与度は全国平均より高いが、ＴＦＰの水準は低いこと、（2）電気機械の高成長は、資本や労働の投入に依拠しており、ＴＦＰの水準は低いこと、北陸を含むわが国地方圏はＴＦＰが低いこと、（3）前半（1975～85年）から後半（1985～96年）にかける成長率の低下は、ＴＦＰの寄与度が低下したことによる影響が大きいこと、労働投入の寄与度は小さいこと。 地域にとって、ＴＦＰを高める施策を展開することが重要である。

概要 （英文）

The purpose of this report is to analyze the factors of value added growth and disparity of labor productivity with regard to manufacturing in Hokuriku region and the three major sub-industries (i.g. electric equipment, metal products and textile) using the growth accounting method. We examine the contribution of factors (capital, labor and the total factor productivity(TFP)) for the growth of value added. We also calculate the factors of disparity from the average labor productivity of Japan for the Hokuriku manufacturing industries. The main results are as follows: (1) The contribution of TFP in Hokuriku manufacturing is higher compared to the average TFP of Japan, but the level of TFP is lower. (2) In the electric equipment sector, the high growth is attributed to capital and labor input and the level of TFP is remarkably low. The small regions including Hokuriku tend to have lower TFP than the developed regions. (3) The slowdown in growth of value added from the former period of 1975-85 to the latter period of 1985-96 is mainly affected by decreased contribution of TFP. The contribution of labor input for value added growth is relatively less than the factors of capital input and TFP. Thus, the policy that increases the TFP is considered to be important.
