本報告では、ノルウェーの電力市場自由化の経緯と特徴を整理し、卸売市場（電力取引所）や小売市場における価格動向などから、これまでの自由化の成果の中間的評価を行なった。電力取引所のスポット価格は、毎年の天候によって大きく左右されるため、自由化が価格に及ぼした影響については明確にできない。ただし、北欧の電力市場統合に伴い、経済的な電力の輸出入が活発に行われ、ここ数年は価格の上昇はない。市場支配力に対する懸念もなく、先物市場が発達する条件も整っている。ただし、先物取引が設備投資に及ぼす影響などはまだ明らかではない。小売市場では、95年以降も、料金の需要家間格差や家庭用需要家の地域間格差が依然として存在する。ただし、料金格差の大部分は送配電料金に存在している。送配電費用低減のため、規制当局は送配電部門に所得キャップによるインセンティブ規制を採用したが、その有効性については、今後検証する余地がある。

概要 （英文）

This paper evaluates the performance of electricity market in Norway since its liberalization in 1991. We first overview the institutional framework for introducing competition in electricity industry. Then we looked at price developments in Nord pool, a Nordic power exchange. Yearly fluctuations in spot prices are mainly caused by conditions in water reservoir and we could not observe clear impact of the liberalization. Recently the spot price has been low and stable but this may be due to market based trade between neighboring countries, taking advantage of different energy sources in each country. Next we looked at price development in retail market. Price differential between different customer groups has not been reduced as was already pointed out by an earlier study. We found that the major source of the differential is in transmission price. It also contributes regional price difference among household customers. Lastly we reviewed incentive (income cap) regulation for transmission and distribution network. There are some interesting features to give an incentive for efficient investment and to evaluate relative performance of local distribution companies. Effectiveness of this regulation is not yet clear and must be examined in the future.
