THE CONCEPT OF GREENHOUSE-GAS CREDIT BORROWING IN A GLOBAL OR NATIONAL CONTEXT FACES SEVERE PROBLEMS SUCH AS INTERNATIONAL AND INTER-GENERATIONAL EQUITY ISSUES. ALTHOUGH THE MERIT OF COST REDUCTION IS OBVIOUS, THERE IS SMALL CHANCE THAT SUCH A SCHEME WILL BE ADOPTED IN FUTURE INTERNATIONAL NEGOTIATIONS. STILL, THERE IS A GOOD CHANCE FOR EACH SPECIFIC PLAYER TO USE THE CONCEPT OF TIME FLEXIBILITY.BY USING ANALYTIC AND NUMERICAL MODELS, THIS PAPER DEMONSTRATES THE MERITS OF TIME FLEXIBILITY ON A SECTOR BASIS. FIRST, THE DERIVED ANALYTICSOLUTION FOR TIME PATHS OF MARGINAL MITIGATION COSTS PROVIDES INSIGHT IN TO THE RELATIONSHIP BETWEEN TIMING AND COSTS OF MITIGATION. SECOND, THE NUMERICAL MODEL ANALYSIS FOR JAPANESE ELECTRICITY UTILITIES SHOWS THAT TIME FLEXIBILITY CAN DRASTICALLY REDUCE COSTS OF MITIGATION IN THISSECTOR. TIME FLEXIBILITY IS IMPORTANT SPECIFICALLY TO JAPANESE ELECTRICITY UTILITIES BECAUSE OF TWO CHARACTERISTICS: (1)THE SECTOR IS CAPITALINTENSIVE AND HAS A LONG CAPITAL TURNOVER TIME, AND (2)AVAILABLE MITIGATION OPTIONS ARE LIMITED FOR THE NEAR FUTURE. A SECTOR LIKE JAPANESE ELECTRICITY UTILITIES NEEDS SOME MECHANISM TO ACHIEVE THE MERITS OF TIMEFLEXIBILITY. DOMESTIC AND INTERNATIONAL EMISSION TRADING SYSTEMS ARE THE MOST PROMISING CANDIDATES TO DATE.
