本報告書では、米国、カナダを合わせた北米のエネルギー需給、天然ガス輸出に関するシナリオを整理し、米国を中心に北米におけるエネルギー需給動向の変化が、量と価格の両面で、北米からのLNG輸出に与える影響を分析することで、今後日本が直面する不確実性の幅を明らかにする。新たに開発した北米エネルギー需給モデル（NAEM）を用いて、北米からのLNG輸出が開始して間もない2020年を対象に、シミュレーション分析を行った。分析の結果、北米のエネルギー需給変動に対応したLNG輸出可能量の変動は、最大で1.9Tcfであった。これは、現在想定されているLNG輸出量にほぼ匹敵する量である。LNGの大半を長期契約で購入している日本の現状から、米国からのLNG購入も基本的には長期契約になると考えられる。従って、分析結果にあるような変動幅の影響を直接的に受けて、米国からのLNG輸入量が不安定化するということは考えにくい。しかしながら、北米域内の天然ガス需給バランスの変化が、日本のLNG輸入価格や、長期的な燃料調達計画に影響することは十分に考えられる。

概要 （英文）

The research questions of this report are how much we can expect the LNG export volume from North America and what kinds of and how much risk we will face around 2020 from the view point of North American energy demand and supply. The author reviewed several scenarios of natural gas export from North America, and thereby analyzed the impacts of energy supply and demand changes on LNG exports from North America.
Future scenarios of natural gas production in North America have been updated repeatedly along with the revision of resource evaluation in North American shale gas and oil fields.
The author developed a North American Energy demand and supply Model (NAEM), which was used to reproduce a BAU projection using the same assumptions used in the reference case of EIA's latest Annual Energy Outlook 2014 (AEO2014). Compared to our BAU case, the 10 to 20 % of energy conservation is reflected in the energy demand scenario of residential, commercial and transportation sectors in AEO2014. If that volume of energy conservation is not achievable, LNG export volume from North America decreases by 1.3 Tcf which results in the Henry Hub spot price increases by about 1.9$/MMBtu in 2020.
