電力小売市場の全面自由化がなされた欧州においては、家庭用需要家の様々な選好に応える多様な料金メニューが提供されている。本報告では、欧州の主要な電力供給者の料金メニューを調査し、料金体系や各種割引等の実態を明らかにする。また、料金メニューの多様化に対する評価、多様化に起因して生じる問題やその対応策について論点を整理する。
供給者変更や市場シェアなど競争状況が異なる英国、ドイツ、アイルランドの供給者が2012年12月～2013年2月時点で提供している料金メニューを調査した。その結果、料金体系は一般的な二部料金制が大半を占めるが、電気とガスの一括契約割引や契約期間中の料金水準保証等の点で多様な料金メニューが提供されていることがわかった。近年顧客数を伸ばしている新規参入者は料金メニューの数を限定しているが、既存事業者が提供していないタイプの割引や料金水準保証の提供等により差別化を図っている。
こうした中、欧州委員会や英国規制機関Ofgemは料金メニューの過度な多様化や複雑化が需要家による供給者や料金メニューの選択を阻害している可能性があると指摘している。Ofgemは、そうした認識の下、割引等の余地を残すことに配慮しつつ料金メニューの数の制限や単純化を提案している。ただし、供給者が提供する料金メニューの説明等の情報は多様であり、その単純化だけで需要家による料金メニューの比較の困難さを解消することは難しい。このため、料金メニュー情報の標準化や複数の供給者の料金メニューを比較可能なウェブサイトの利用も提案・推奨されている。

概要 （英文）

This study reviews current status of electricity tariff diversification and their complexity in European electricity retail market in order to discuss how electricity tariffs should be developed after liberalization of electricity retail market for residential customers that might take place in Japan. This study also investigates problems due to their diversification and complexity. We surveyed electricity tariffs offered to residential customers of major electricity retail companies in the UK, Germany and Ireland, where different competitive situations were observed. As the result, we found that electricity retail companies have provided more differentiated tariffs including discounts for dual fuel purchase, direct debit payment and online billing in order to retain their customers. New entrants have provided unique tariffs to differentiate themselves from their competitors.
The European Commission pointed that excessive diversification and complexity of tariffs could hinder customers to search, compare and choose electricity suppliers and tariffs. Ofgem, the energy regulator in the UK, proposed that suppliers would be required to simplify their tariff structures and reduce the number of their tariffs. It is also pointed out that systematic standardization of information and utilization of price comparison tools could be useful as support measures for customers in order to overcome the problem caused by the fact that tariff information given by suppliers was different among each other.
