わが国で電力の小売全面自由化が検討される中、欧州諸国の大部分は2007年までに全面自由化に至っており、既に5年が経過している。しかし，自由化後の家庭用の小売市場で競争が有効に働かず，電気料金の低下という形で需要家にメリットがもたらされていない可能性も指摘されている。本稿では、欧州において自由化後にも存続している料金規制が競争を阻害している状況や、需要家自らが合理的供給者選択を行っていない状況、また供給者もコスト削減やそれに基づくメリットの需要家への還元が必ず行われているわけではない状況を示し、その要因や対応策を明らかにする。

概要 （英文）

This report provides detailed analyses of economic issues in electric retail competition for residential customers to investigate the conditions for liberalization to facilitate competition and to lower the prices. After a brief overview of the trends in electricity prices in Europe with literature review, we first discuss the impact of regulated rates remained in residential sector. In many European countries, the low level of regulated rate is considered to hinder the retail competition. Then, we discuss the issues in customer behavior regarding the participation in the retail market. The switching rates in residential market were still low in many countries. It is suggested that engagement with customers, switching procedures, and informational support need to be improved to facilitate rational choice by the residential customers. Finally, we investigate the behavior of the electric suppliers after liberalization regarding how they pass their cost changes on to the customers. We found that the economic benefit of customers is not necessarily related to the switching rate: The higher switching rate does not necessarily indicate the competitive environment.
