日本の電力産業において，送配電分離が議論されている。その議論では欧米の電気事業改革が参考にされているが，改革の最終的な評価は，研究者や産業の利害関係者においても定まってはいない。そこで本稿では，機能分離による発送電分離を採用する米国の電力自由化を，発電部門における費用効率性と電気料金への影響という観点から，ISO/RTOを導入した地域（RTO地域）とそれ以外（非RTO地域）間の比較を行うことによって評価する。発電部門における確率的フロンティア分析の結果，1990年代から2000年代初頭にかけて，両地域において，火力・原子力発電プラントの費用効率が改善したことが確認された。しかし，非RTO地域における火力発電プラントの費用効率性は2000年代に低下した一方で，RTO地域では効率性の大幅な低下は避けられた。したがって，2000年代には，RTO地域におけるプラントの費用効率性は非RTO地域に比べて比較的高い水準となった。他方，米国型の電力自由化は，発電の効率性は改善させたものの，燃料費の影響を調整しても，電気料金の低下という形で需要家に利益をもたらしてきたとは言えない。

概要 （英文）

For the electric utility industry of Japan, the issue of unbundling of transmission and distribution sectors is under discussion. While the argument refers to the electric utility's organizational reforms in Europe and the United States, the definitive evaluation of those reforms is not obtained among researchers and industry stakeholders. This report assesses US electricity market liberalization, which adopts functional unbundling, from the viewpoint of impacts on cost efficiency in generation sector and electricity rates by comparing the regions with ISO/RTO, RTO area, and the others, non-RTO area. As a result of a stochastic frontier analysis in the generation sector, this study identified the cost efficiency of both thermal and nuclear generation plants gradually improved from 1990s to early 2000s over the entire regions. However, the cost efficiency of the thermal generation plants in the non-RTO area decreased in 2000s, while that of the RTO area avoided such degradation in efficiency. Consequently, the cost efficiency of the RTO area was relatively high compared to the non-RTO area in 2000s. In the meantime, this study suggests the US electricity market liberalization, while it improved cost efficiency in generation, did not necessarily bring benefits to consumers as the rate in the RTO area did not decrease after excluding the effects of fuel price hikes.
