Public Attitude toward Global Warming Mitigation Policies for Residential Sectors Implemented by Local Governments

地球温暖化対策の主体として，地方自治体（自治体）の役割が重視されている。家庭部門の対策としては、再生可能・省エネ（低炭素型）設備導入のための財政的支援策等が中心であったが、近年、設備の導入義務化等の市民の負担を伴う対策も検討されている。そこで、本研究では、自治体による家庭部門を対象とした地球温暖化対策、特に低炭素型設備の導入義務化等に対する家庭の意向を把握するために、質問紙調査を実施した。対処する問題が地球温暖化か地域環境問題かに応じて、対策への意向は大きく変わらず、低炭素型設備の導入義務化は理解を得られる可能性もある。ただし、割高な初期費用の回収を早めるために、補助金や国の制度とのポリシーミックスが必要となる場合が多いと考えられる。また、一定の対策効果が見込めるように、複数の自治体間で温暖化防止に関する何らかの枠組みが設定され、各治体の役割が明確になれば、対策全般への家庭の理解はより得やすい。

概要 （英文）

The objective of the present paper is to investigate public attitude toward global warming (GW) mitigation policies implemented by local governments, in particular policies for installation of low carbon systems in residential sectors. We conducted a questionnaire survey of residents in Saitama, Yokohama, Kawasaki, Osaka and Sakai Cities where local environmental problems such as an urban heat-island (HI) effect and photochemical smog (PS) are relatively serious, obtaining 4,385 responses. First, we compared attitudes towards policies for GW with those for the local problems, because existing studies have showed that the public have different attitudes toward identical measures according to problems addressed. Taking measures to promote energy efficient hot water systems or vehicles, such as obligations to purchase those systems as examples, we found that there is no significant difference between the GW and local problems. Second, we found that in order to obtain positive attitudes by over 65% respondents toward the obligations, which an existing study referred to as a requirement when local governments implement obligatory measures, high initial costs of the systems are required to be recovered within three years. Third, we showed that over 60% of respondents think that when a local government implements GW mitigation measures, other governments also have to take some measures, or there should be some agreements on GW mitigation among governments.
