地域経済・産業の生産効率性に対する集積の経済の影響を明らかにすることは，わが国において最も重要な経済政策課題の一つである。特に，膨大な財政赤字のもと，わが国政府は，持続的な地域経済成長を実現させるために効果的な経済政策を立案する必要がある。本稿は，1980年から2005年までのわが国産業の47都道府県別年次データを用いて，集積の経済が産業の生産効率性に与えた影響を，確率的フロンティア分析とデータ包絡分析法の2つの手法により検証したものである。政策評価のためには，複数の分析手法による実証分析によって実証結果を確認することが望ましい。分析の結果，以下の点が明らかになった。（1）人口密度によって計測される集積の経済は，生産効率性に対し正の影響を及ぼしている。（2）市場アクセスによって計測される集積の経済は，生産効率性に対し正の影響を及ぼしている。（3）これらの結果は製造業，非製造業，および製造業の個別業種別において，それぞれ成立する。以上の結果は，集積の経済の影響を考慮した地域産業政策を立案することが，わが国において重要であることを示唆している。

概要 （英文）

Examining the influence of agglomeration economies on the productive efficiency of regional industries is one of the most important economic policy issues in Japan. In particular, under the enormous amount of fiscal deficit, the Japanese government needs to explore an effective economic policy to support the sustainable regional economic growth. This paper reexamines effects of agglomeration economies on industrial productive efficiency in Japanese regional economy for 1980-2005 by enhancing the empirical results by Otsuka et al. (2010). This is achieved by using two research methodologies: Stochastic Frontier Analysis (SFA) and Data Envelopment Analysis (DEA). For policy evaluation, it is desirable to confirm the empirical results by conducting an empirical analysis of multiple research methodologies. The results are summarized as follows. (1) Agglomeration economies measured by population density has a positive effect on the productive efficiency of Japanese regional industries. (2) Agglomeration economies measured by market access has also a positive effect on the productive efficiency of Japanese regional industries. (3) Those results are observed not only in the manufacturing industries and non-manufacturing industries as a whole, but also in some individual manufacturing sectors. These findings suggest that an economic policy that properly makes use of positive influence of agglomeration economies has become important in Japan.
