我が国では，電気事業者に再生可能エネルギーによって発電された電力の一定量の利用を義務付けるRPS制度が2003年度から開始されている．2006年度にも，2014年度までの義務量や制度の見直しについて政府審議会で議論が行われたところである．海外でも様々な再生可能エネルギー支援政策が運用されており，それらの動向を把握することは，我が国の再生可能エネルギーの導入見通しやRPS制度検討のための背景情報として有益である．そこで，本報告では，ドイツの買取義務付け制度，及び英国，豪州，米国各州のRPS制度の動向，特に費用負担に関する特徴や，導入量，電気料金への影響等を把握した．例えば，ドイツでは，2004年の買取電力量が385億kWh，最終消費量に対する比率は8%となっている．今後，2020年まで対象電力量は着実に増加し，1,250億kWhに達するが，料金影響は2017年の0.97ユーロcent/kWhをピークに，以降低下すると推定されている．

概要 （英文）

The objective of this research is to investigate targets and their rate impacts of overseas policies to support electricity from renewable energy sources, such as the feed-in tariff (FIT) policy in Germany, and the renewables portfolio standard (RPS) systems in Australia, England and Wales in the U.K., and in the U.S. The key findings are as follows:
1) In Germany, where the FIT has been implemented since 1991, the total generation from eligible renewable sources in 2004 was 38.5 TWh and the electricity price impact was 0.54 Euro-cent/kWh. There is an estimation that eligible electricity will rise to 125 TWh in 2020 but that the rate impact will peak out in 2017 at 0.97 Euro-cent/kWh.
2) The Australian RPS Target is 9.5 TWh in 2010; and it is estimated that the target will be achieved by the actual supply amount of 8.5 TWh and using a banking system at the rate impact of 0.15 Australia-cent/kWh. Heat from solar hot water heaters is eligible energy under the RPS.
3) In England and Wales, liable suppliers can buyout part of their obligations at 3 pence/kWh. Payment will be returned to suppliers according to the number of certificates that they present, compared to the total number of certificates presented by all suppliers. The target is 15.4% in 2015, with the maximum assumed rate impact of 0.5 pence/kWh.
4) The RPS systems are implemented at the state level in the U.S. Twenty-one states and the District of Columbia have various systems and targets. Thirteen states provide special provisions to support certain forms of renewable sources that have lagged behind others due to high generation costs. The estimated median rate impact on the peak target year is 0.04 U.S.-cent/kWh.
