地球温暖化緩和策の1つとして、CCSの必要性に関する国際的認識が高まっている。国内でも国の実証試験を通じた技術開発や研究が推進されているが、火力発電にCCSを導入するとなれば、そのメリット・デメリットに関する一般市民の理解が前提となる。そこで、一般市民の知識レベルや情報ニーズを現状把握し、今後の情報提供方策を明らかにした。意識調査の結果、火力発電等の電力供給源やCCSの認識・関心は低かった。情報ニーズは、安全管理・環境影響や電気料金への影響など身近なリスク・コスト・便益情報で高いが、電力供給源の知識とは必ずしも整合していなかった。先行事例では、エネルギー問題や他の選択肢といった広義の枠組みに基づく情報提供が重要であり、実際の受容性や納得感にも影響を及ぼすことが指摘されている。これまでの取り組みはCCS導入を前提とした事例が多く、特に国内では、その前段階で一般市民向けに提供する情報が整備されていない。従って、国内の現状を踏まえたフレーミングを慎重に設定し、関連する科学的知見を準備する必要がある。一般市民の理解向上には「関心が高い情報（リスク・コスト・便益）」と「関心が低い情報（エネルギー事情や電力供給源）」の関連づけが有効であると考えられた。

概要 （英文）

Carbon capture and storage (CCS) is regarded as an important mitigation technology for climate change. Many R&D projects for CCS technology are being conducted in Japan. Therefore, a national debate based on neutral and scientific knowledge of CCS is needed from an early stage. The objective of this study is to analyze the attitude and perception of CCS and thermal power generation, and to clarify the measures for providing information about CCS to the public. An Internet questionnaire survey was conducted with 7824 respondents in March 2015. Results compared with previous studies showed that: The respondents do not know about and lack interest in CCS and electric power-supply such as the current generation mix. Their information needs were related to their daily risks, benefits and cost issues such as electricity prices; there were little causal linkage between their information needs and current power-supply issues for Japan. Many previous studies have suggested that comparison of energy options should be transparent, clearly communicated and explain issues based on a broad framework. It was show that providing information affected the public acceptance of CCS projects. However there is little scientific knowledge applicable to Japan available to provide to the public. Thus, it is important to prepare the scientific basis for CCS applicable to the situation in Japan and to provide appropriate information to the public linked to information with high public interest to overcome their lack of interest in CCS and increase public perception of the role and need for CCS.
