CCSR政策は、将来の技術的、経済的な見通しが得られた時点でCCS技術が追設可能な施設のみを建設許可の対象とするものである。英国とフランスは、CCS指令に対応するために、燃焼発電プラントの新設に際してCCSRを義務化している。カナダでは、石炭火力発電所への排出基準値を適用し、CCSRを適用除外条件としている。英国では、燃焼発電プラントの設置許可申請の一環として、提案プラントへのCCSR適用に関する評価が要求される。申請に際して事業者は、CCS機能追設のためのスペース確保、回収機能追加の技術評価、貯留候補地の評価、輸送に関する技術評価、CCSの経済評価、を実施して、将来的にCCSへの移行が可能であることを示している。

概要 （英文）

CCSR policy aims to ensure that any new fossil-fueled power plants are approved and constructed in a way that can apply CCS technology at an appropriate time in the future. Some governments are considering how CCSR can play in broader climate change policy. In the EU, only UK and France transposed provisions on CCSR in EU CCS Directive into domestic legislation. On the consenting process of construction of new fossil-fueled power plant, these two countries required to set aside sufficient space for retrofitting CCS technology and to demonstrate that CCS will be technically and economically feasible in the future. Instead of adopting CCSR policy, Canada will set a stringent performance standard for new coal-fired units.
CCSR feasibility study has been undertaken by Gateway Energy Centre Limited for a UK Consent application for the proposed Combined Cycle Gas Turbine Power Plant. This has demonstrated that the availability of suitable storage sites, the technical feasibility of transport facilities, the technical feasibility of retrofit, the economic feasibility of transport and retrofit, and the availability of suitable space for CCS equipment at the proposed plant site.
