近年、国内外では、気候変動対策に貢献する発電技術の一つとして地熱発電が注目されているが、わが国では開発による温泉への影響の有無が懸念材料となっており、地域での利害調整や相互理解に役立つ具体的な取り組みが求められている。そこで本研究では、地熱発電開発に対する温泉へのリスクマネジメントの現状と問題を明らかにし、地熱発電の地域共生と利害関係者間での相互理解に資する実践的な方策を提案することを目的とする。関係者へのヒアリング調査、文献調査の結果、以下の点を明らかにした。1)リスク評価：モニタリング結果の解釈や、温泉への影響の定義について統一的な基準策定が難しく、共通理解がないことが懸念の一因であることが示唆された。2)リスク管理：万一温泉に影響があった場合の具体的な対策（修復の技術的方策や補償等）に関する事前説明や情報共有が不十分であり、リスク管理に関する備え不足が懸念材料となっていることが示唆された。3)地域への便益：開発による地元便益の享受者は、源泉の性質、顧客層、地理的条件等の地域事情により異なるため、公平性に十分留意する必要があることが明らかとなった。以上の結果より、今後の地熱発電開発の地域共生において重要なリスク対策オプションとして、モニタリング情報の活用による温泉へのリスク低減・回避、万一の際の対処策に関する複数措置、および地域便益のあり方を総合的に協議することで相互理解を深めていく必要があることを明らかにした。

概要 （英文）

The objective of this study is to recommend promising strategies for mutual understanding, coexistence and co-prosperity among stakeholders related to geothermal power generation. Hearing survey of experts of geothermal and hot spring, the persons in charge of geothermal power generation, and hot spring managers, and literature survey were then conducted to clarify the risk management about geothermal power generation and cognitive gap among stakeholders. It has been identified that variances about the effects of hot spring by geothermal power generation and the insufficient of risk management option. The local benefits derived from geothermal power generation were varying by local conditions and the nature of hot spring. So it is important to pay attention to ensuring fairness in local benefits. Through continuous dialogue and negotiation, these stakeholders should affirm a common recognition of the definition of effects on hot spring and formulate a mutual understanding regarding risk management option toward their common goals and vision of the future.
