CCS（CO2回収・貯留）は、地球温暖化対策のための革新的技術オプションの一つとして位置づけられている。現在、電力各社が出資しているIGCCを対象にしたCCSプロジェクトの計画が進行中であることや、世界的に火力発電所へのCCS設置の義務化の流れが潜在すること等、電力業界にとってCCSの技術・政策動向は注視する必要がある。本調査報告では、CCSの取り組みに関して最も先行している欧州のCCS関連政策および技術開発の現状について調査した。
欧州においては、CCSの法的枠組みを規定したCCS指令が新設されるとともに、EU-ETS制度へのCCSの組込みがEU指令の中に明文化された。また、欧州においては、2020年までのCCSの商用化を目指して、2015年までに10から12の大規模実証プロジェクトの実施を目指している。また、欧州ゼロエミッション化石燃料発電技術プラットフォームが実施したCCSの技術評価では、燃焼前回収が、燃焼後回収および酸素燃焼に先行しているとの評価であった。

概要 （英文）

CO2 capture and storage(CCS) is one of the innovative technology which might be available to mitigate CO2 emission from fossil fuel power plants. Japan's major electric power companies have been participating to CCS demonstration project which is funded by the government. On the other hand, regulations which are to install CO2 capture system to fossil fuel power plants have being discussed in particular countries. Because of these, CCS is becoming one of the top agenda for Japan's electric power companies. In this study, investigations of status of policy and R&D related to CCS in the EU was carried out. The last December, the EU Parliament confirmed a draft directive providing the legal framework for implementing CCS. Futhermore, it was decided that CCS will be included in the EU emission trading system under the new Emission Trading Directive. In the EU, there is a perspective of constructing up to 12 commercial demonstration power plants until 2015. European technology platform for zero emission fossil fuel power plant(ZEP) suggested the pre-combustion is technically more advanced than post-combustion and oxy-fuel at present.
