経営計画では、設備投資、技術開発、情報システム開発、新事業分野開拓など、限られた経営資源(要員、設備、費用、時間)を利用するプロジェクト候補が多数提案されているとき、それらに期待される収益性、顧客満足、社会貢献、環境改善などの効果を総合評価し、最も有効なプロジェクトから選択してゆかなければならない。当所では、情報システム開発を対象として、多面的費用対効果によるプロジェクトの優先順位付け方法を提案した。この方法を拡張し、多期間にわたる開発順序を決める方法を提案する。多期間計画では、実施するプロジェクトだけでなく、その実施時期を決める必要がある。効果によっては、開発時期が早すぎたり遅すぎたりすると、その効果が十分現れない。本手法では、タイミング指数によって期ごとの効果の調整をし、なるべくタイムリーな時期に計画されるようにする。

概要 （英文）

In management planning there are many decision makings in which we select projects out of many proposals under constraints of resources to maximize total benefits. We have already developed a multiple-criteria evaluation planning method that select an optimal set of software to be developed out of many proposals. The selection is based on multiple-valued cost/benefit analysis.In this report, we propose a multiple-criteria evaluation and planning method for multi term planning which extend the method from single term to multi terms. In this method, we use timeliness parameter to adjust benefits if project is executed proper term. As a result we can determine projects and term in which project is executed to maximize total benefits with this method.
