本報告書では広域系統監視・保護制御（WAMPAC）用のネットワークシステムのアーキテクチャとして、広域イーサネット（L2ネットワーク）、時刻同期（IEEE 1588および分散型リレー同期方式）および水平分散配置可能なモジュール型制御装置を用いたシステム構成について述べている。広域通信ネットワークの基本的なシステム信頼性や端末間遅延時間、時刻同期精度について机上および実機での評価を行し、要件を満たすことを示した。このアーキテクチャに基づき、プロトタイプシステムを構築し、電力系統シミュレータにおいて電流差動型主・後備保護（広域保護）と負荷遮断安定化制御のアプリケーションにより、その機能と有効性を検証した。

概要 （英文）

This report describes a network system architecture for wide area monitoring, protection and control (WAMPAC) of power system, featuring wide-area Ethernet (L2-network) and time synchronization such as IEEE 1588 and other schemes associated with decentralized modular devices. Fundamental analyses with respect to system availability, end-to-end delay and time synchronism were conducted theoretically and experimentally for the wide area communication networks to satisfy the requirements. Based on the architecture, a prototype WAMPAC system has been constructed and installed in an analog power system simulator to verify its functional performance and validity associated with two applications; wide-area integrated primary and backup protection with a current differential scheme, and load shedding special protection to cope with voltage anomaly.
