将来の配電系統では，PVなど分散形電源の導入により，潮流の変動，多頻度の系統構成の変更などにより，保護リレーの事故検出感度に影響を及ぼす可能性がある。このため，保護協調が崩れ，事故が波及していく可能性がある。
この背景を受けて，当所では分散形電源の導入により保護リレーの感度変化にも対応可能な「保護リレー整定・協調支援システム(SSSC)」の開発を変革の大きい配電系統を中心に進めてきた。
本報告では，第一フェーズの最終年度として，以下の項目を開発した。
１）協調判定論理における方向性リレーの感度保証および電流駆動型と電圧駆動型が混在する場合の協調判定を可能とした。
２）配電系統運用支援ツールとSSSCの実効値解析部を結合し，その系統作成機能を利用することで，系統構成を容易にするとともに，各種潮流断面におけるリレー応動解析および保護リレー間の協調判定を可能とした。
以上により，配電系統向けSSSCを開発することができた。

概要 （英文）

Fluctuation of power flow or change of frequent system configuration may affect the sensitivity of a protection relay applied in a future distribution system into which a large amount of distributed generations such as PV would be introduced. These may cause miscoordination between protection relays, which may not achieve the localization of fault clearance.
From the above background, we have been developing "Support System for Setting and Coordination (SSSC)" which enables us to analyze the relay responses and the verification of coordination with change of sensitivity of a protection relay by the introduction of a large amount of distributed generations, focusing on a distribution system with outstanding change.
In this report, the followings were developed as the final year of the first phase.
1) The verification of sensitive coordination for directional relays and also the verification of coordination between a current drive type relay and a voltage drive type on the same path requiring coordination
2) By combination of SSSC and "Support System for Operation and Control in Power Distribution System", the convenience of creating a power system, and the realization of relay response analysis and verification of coordination at various kinds of power flow sections
We developed SSSC for distribution systems by the above.
