本報告では、事業体でのエネルギー消費活動の効率性を複数の観点から総合的に評価できる手法を提案する。オフィスや商業施設等の事業体で消費されるエネルギーの効率性を評価したい場合、単位床面積あたりの一次エネルギー量で定義される原単位が従来から使用されてきた。しかし、一次エネルギーだけではなくエネルギー料金やCO2排出量も評価したい場合、すなわち、省エネルギー性のみならず経済性や環境性も同時かつ多面的に評価したい場合、単純な原単位では難しくなる。そこで、本報告では包絡分析法に基づいて、複数の原単位を一つに統合化した統合化原単位によって事業体の効率性を総合評価することを提案した。また、20の省庁における平成13年のエネルギー消費活動に対し統合化原単位を用いて効率性を総合評価し、省庁のエネルギー消費の効率性が適切に順位付けできることを検証した。さらに、主成分分析に基づく手法と比較し、DEAに基づくことで評価結果に対する被評価事業体の不満を少なく出来ることを明らかにした。

概要 （英文）

This paper proposes a technique to evaluate efficiency of energy consumption in business bodies from plural aspect. A basic unit (e.g. primary energy per unit architectural area) is usually used as an evaluation index in case of evaluating the efficiency in the business bodies such as offices or commercial facilities. However, there are some needs that not only primary energy but also energy cost and CO2 emission are reduced; namely, the efficiency in energy-saving, environmental and economical aspect needs to be evaluated simultaneously and multifariously. Thus a simple basic unit results in difficulty in treating multi-evaluation for energy consumption. Therefore, this paper proposes a comprehensive evaluation technique for the efficiency of the energy consumption in the business bodies using an integrated basic unit that consists of plural basic units by applying the Data Enveloped Analysis (DEA). In order to examine the effectiveness of the techniques, the integrated basic unit is calculated for activities in twenty Ministries offices in Japan. The results showed that the efficiencies of the energy consumption in the Ministries offices are properly ranked. Furthermore, comparing to a result of comprehensive evaluation based on the Principal Component Analysis, it is clarified that the proposed technique based on the DEA can reduce discontent among the business bodies, that is, can be acceptable for the business bodies about the evaluation result.
