関係者のコンセンサス形成に有効な一対比較法注)を利用し、状況想定や各種の主観的判断を明示的に検討できるパッケージソフトの選択手法を提案した。提案手法では、将来のシステム利用状況など不確実な要因に対する複数の状況想定（シナリオ）に対して、①発生確率 、②パッケージソフト導入による個別効果の大きさ、③各個別効果の重要度、④パッケージソフトのライフサイクル費用という４種類の情報に基づいて、各パッケージ導入の総合効果と費用とを求めた後に費用対効果の高いパッケージを選択する。

概要 （英文）

Main function of information department in electric utility is changing from system development to system planning. For the purpose of cost saving, omitting lead time for developing, and utilizing highly polished work, softwares of electric utility are changing from customized softwares to packaged softwares. Strategically selection of software package is necessary for information department of electric utility.This report describes a method for selection of packaged software alternatives from various viewpoints of benefits and cost over life cycle of occupation in consideration of uncertain factors, such as frequency in use. This method consists of following parts.(1)Cost versus benefit analysis according to several scenarios on uncertain factors, such as use frequency,(2)Benefit evaluation based on analysis of direct value of software, and business value in consideration of work flows, (3)Cost calculation covering a life cycle of occupation.
