電力各社の最近のビジネススタイルの変遷動向，国内外でのIT活用・費用対効果評価法の動向を調査し，電力各社の今後のIT活用の課題と採るべき方向性を示した。 競争力を強化するためには，全社レベルで中長期的な間接効果を最大化する組織IT戦略を策定する必要がある。また，策定したIT戦略を速やかに実施できる環境を整備していく必要がある。このために，以下を行う必要がある。① IT投資評価手法の改善：会社全体でのIT成熟度や中長期的な定性的効果を評価。② 業務プロセスの移植性向上：IT戦略の機動性を向上するためには，システムと業務プロセスの両面からの改善が必要。③ システム開発・運営体制の強化：アウトソーシングの拡大や業務主管部門へのシステム開発権限委譲を円滑に進めるため，業務主管部門，情報システム部門，委託先の三者間で，業務知識，システム開発知識の共有化の一層の推進が必要。

概要 （英文）

IT investments of Japanese electric power utilities are on the increase to evolve their business style. The word "business style" means the procedures and tools to perform office work.This report describes the results of the surveys on:- recent trends of business style evolution of customer-service systems in electric power utilities;- recent trends and directions of Mega-packages(e.g., ERP, CRM, SCM, and so on) utilization; and- directions of cost/benefit assessment methods for IT investments.This report then summarizes the issues and future directions of IT utilization in electric power utilities. Those issues includes:- organization-wide cost/benefit analysis;- increasing maintainability of existing business systems;; - increasing portability of business process by complying to global standards;- sharing knowledge and know-how of system developments/enhancements; andrestructuring of legacy business application systems to next generation systems.
