インターネットの急激な拡大とWeb技術の発達により,電力系統監視制御システムへのそれらの技術の適用が可能になり,低コストかつ効率的に次世代通信網を構築できると期待される.本報告では,最近のインターネット技術を効果的に適用した次世代型電力系統監視制御システムの構成方法を提案し,実装により実現可能性を示す.ここでは特に,基盤となる3つの機能についての実現方法を示した.(1) Webベース技術を用いた監視制御機能,(2) モバイルエージェントを用いたデータ収集機能,(3) アクティブネットワーク技術を用いた情報共有機能,のそれぞれについて,構成方法を提案した.さらに汎用のPC及び市販の電力用インテリジェント端末に実装し,所要の動作を確認した.

The rapid advance of the Internet and the widely spreading Web site technologies have brought great advances in power system applications, which provide fundamental support to implement the next generation power system telecommunication network with lower cost, distributed load and more efficiency. This report proposes a concept design for the next generation power system telecommunication network with currently available internet technologies and implements preliminary research based on key technologies.The current concept design includes three separate subjects. The first subject extends traditional client-server applications with Web site technologies, running in the Supervisory Control and Data-Acquisition (SCADA) system in a small power plant. A Web-based SCADA system inherits the proven three-tier architecture from Web-based applications, decomposing its software functions into a set of Web site components, and adding more flexibility and scalability to the system. The second subject outlines the design for a power plant monitoring system using mobile agents technology. Mobile agents are of considerable benefit to the system functions, since mobile agents have the unique ability to transfer via telecommunication networks to achieve dynamic power system operations. The third subject proposes an active telecommunication network system to fulfill data flow and data store requirements among center control stations and regional dispatch centers in a power system. The active telecommunication network system is composed of active routers, each of which holds a SQL (Structure Query Language) server to save data with time stamps, implementing network processes using internet technologies, and providing an open interface upon HTTP to other devices in its sub-network system. Following the above separate designs some research prototypes are implemented with general-purpose operating systems, currently available computers, and intelligent electronic devices developed for power systems, to verify the designs, i.e., a Web-based SCADA system, a mobile agent system, and an active network system. The current result shows that the system performance speed will be a main problem.Further research focuses on composing the three separate parts into a whole system and making them communicate with each other. There are also many challenging researches in the further, e.g., implementing a set of middleware running with TCP/IP to improve system real-time performance, and applying other internet technologies to the system for security issues.
