本報告の目的は，作業者の立場に立った効果的なルール導入方策を提言するための基本的考え方を明らかにすることである。
まず，安全行動の「Ⅰ.趣旨の理解，Ⅱ.必要性の納得」促進を念頭に置いた，安全ルール導入方策検討のための基本枠組みを考案した。また，この基本枠組みに基づき先行研究の知見を調査することにより，安全行動促進を実現する可能性のある安全ルール導入方策を整理するとともに，安全ルールによる安全行動促進・定着を阻害する可能性のある要因を特定した。
この結果を踏まえ，限られた資源の中での，作業者の立場に立った効率的・効果的な安全ルール導入に向けて，以下の課題を明らかにした。
・ 安全ルール導入方策例の大部分は上記枠組みの構成要素への影響可能性が示唆され，これらを用いた安全ルール導入は作業者の安全行動促進に資する可能性がある。しかしながら，各導入方策には限界もあるため，適用条件への配慮が必要である。
・ 作業に特化した安全行動選択の阻害要因のうち，設備・作業設計時に排除できないものについては，安全ルール導入時に，この阻害要因の上記枠組みの構成要素への影響を緩和可能な導入方策例に重点を置くことにより，作業実態に合った安全ルール導入が実現できる可能性がある。

概要 （英文）

The purpose of this study is to clarify a basic concept for effective and efficient safety rule introduction from the standpoint of a worker. Firstly, a basic framework for examining measures for safety rule introduction that took into consideration the promotion of understanding and acceptability of safety behaviors was devised. Then, by literature review, measures for safety rule introduction (20 viewpoints & 7 introduction support methods) and possible disincentives for promoting safety behaviors with safety rules (10 worker's internal factors & 21 surrounding conditions) were identified and associated with the components of above framework. As a result, the followings were suggested.
- Most of the identified measures for safety rule introduction are effective to introduce safety rules that promote safety behavior. However, as there are limitations for each measure, it is necessary to make consideration to the conditions when applied.
- It might be possible to introduce rules suited to work conditions efficiently by prioritizing the identified measures on the basis of the disincentives that can be predicted at the time of safety rule introduction.
