本研究の目的は，ヒューマンファクター事象防止を目的としたルール遵守促進対策を立案するための，事象分析支援方策を提案することである。
そこで，先行研究の知見および事象情報の分類を通じ，以下の3つの視点を含むルール逸脱背後要因の検討枠組みを構築するとともに，これに基づき，ルール遵守促進対策立案に向けて事象分析を支援する方策を提案した。
1)ルール逸脱選択の動機となった意図・狙いの形成, 2)ルール逸脱による意図・狙いの達成可能性の想定,3)ルール逸脱による好ましくない結果の想定
また，先行研究・当初の知見を基に，特定のルール（明文化ルールと暗黙のルール）に特化したアンケート調査，およびルール遵守全般に係る個人の態度，組織風土の把握のためのアンケート調査を実施し，事象分析結果を併せて，発電所レベルのルール遵守促進対策導入の考察・立案を支援する方策を提案した。

概要 （英文）

The purpose of this study is to suggest methods to support human factor event analysis for proposing measures to promote observance of safety rules (including norms and written rules that have been developed to anticipate, prevent, detect and recover human errors).
Based on literature searching and classification of humane factors event data, a framework for analyzing causal factors of rule deviation including following viewpoints was established, such as (a) a conception of an intention or an aim that became the motive to the rule deviation, (b) an assumption about the attainability of an intention or an aim by the rule deviation, and (c) an assumption about an undesirable result by the rule deviation. Based on this framework, methods to support basic process of human factor event analysis (investigation, causal analyses, and proposing corrective actions) for proposing effective corrective actions for rule deviation was proposed. Moreover, based on literature searching and our experiences, methods to put following existing questionnaires together with human factor event analysis to examine a plant-wide rule observance promotion measure was proposed; (a)questionnaires that could confirm the actual conditions of observance (a-1) concerning a specific written rule, (a-2) concerning a specific norm, and (b) a questionnaire that could understand the general attitudes and organizational culture in relation to rule observance.
