近年、電気事業に対するコストダウン要請が高まる一方で、既存の電力流通設備群はこれまでにない高経年化時代を迎えており、コスト削減と必要レベルの信頼度維持のため、維持・更新計画により一層の合理化が求められている。加えて、電力システム改革を見据えた議論の中で、保守管理コストに対する客観的指標による妥当性評価が強く求められてきている。これらを解決する技術として、いわゆるアセットマネジメント技術に注目が集まっている。当所ではこれまで欧米で先行した電力流通設備保守管理へのアセットマネジメント技術導入試行の動きなどに着目し、日本の実態に即した導入方法の検討を進めてきた。その中で、個別設備群の保守管理現場を念頭に、それぞれの特徴を考慮した上でアセットマネジメントの考え方の導入法を検討するとともに、保守計画支援プログラムの開発を行った。これまでに、 各種設備の保守特性調査として変圧器やGISのの通常運用中の保守コストデータや、各種電力設備の事故・障害・更新実績データの調査、解析を行うと共に、これらをベースデータとして使用し、保守の現場で簡易に活用できることを念頭に置いた、個別特性を反映したアセットマネジメント支援プログラム群の開発を行った。これらは保守の現場事情に応じて適切なカスタマイズを行うことが可能である。今後、同様のプロセスを経て、種々の設備やそれぞれの保守現場に寄与できるデータの蓄積と支援プログラムの開発を進めていく。

概要 （英文）

Recently, electric power industry is in face of difficult problems, such as strong social request of cost cutting and unexampled aging of facilities. Additionally, accountability to proof validity of any investment comes to be very important for "Electricity Systems Reform" in near future. The asset management technique, which has been developed in the field of financial engineering, is expected to support to solve these problems. There are some preceding investigations to introduce this technique to the maintenance division of electric power transmission and distribution facility in Europe, therefore CRIEI is examining its effective introduction to Japan in these more than 10 years by referring them. Among this, it has appeared actual maintenance related data should be collected and concrete evaluation should be carried out based on these data, because individual situation is generally different depending on each equipment, and sometimes depending on each utility company. The authors are collecting such data by consulting utility companies and other organizations, and developing concrete support programs for maintenance strategies. This report shows these circumstances and developed support programs for power transformers, gas insulated circuit breakers, gas insulated switchgear, overhead transmission system and common use for specified condition. Moreover, proposed future research direction is also described.
