本稿では、まず、エネルギー・セキュリティ確保のための政府の役割に関して理論的な検討を行なった。エネルギーセキュリティ確保に関する政府の役割は、従来の経済理論に基づく限り、極めて限定的と考えられる。しかし、経済のダイナミックな効率性や市場参加者の限定合理性を考える場合には、政府が積極的な役割を果たしうる、という最近の経済学者の見解を適用すれば、必ずしも限定的になるとはいえない。次に、諸外国におけるエネルギー・セキュリティ確保の現状について定量的な分析を行った。考察対象となったOECD諸国はエネルギー・セキュリティ確保のために様々な対応策をとっている。多くの場合、採用される対応策は１次エネルギーの賦存状況によって影響を受けている。電力市場自由化の影響については、一般的には、燃料輸出国と輸入国との関連に見られるような国際的相互依存関係の深化により、供給支障発生の可能性は減少していくと考えられる。

概要 （英文）

This paper investigates the hamonisation of liberalisation and national energy security. After investigating justification of national energy policy, strategies to secure national energy security, and potential targets for libelisation of electricity markets on energy security are analysed.1. From the traditional theoretical point of view that is based on the concept of market failure, the scope for a justification of governmental intervention on the energy market for energy security reasons is limited. However, according to a new view of the role of government that takes into account dynamic perspective and bounded rationality of economic agents, we should not deny the potential role of government for energy security. 2. The analysis of total primary energy supply’s development in selected OECD countries reveals that different countries have implemented different strategies in order to reach security of energy supply. Mostly, the strategy chosen depends on the endowment with primary fuel. 3. Concerning the impact of electricity/energy market liberalization on the economy-wide level of energy security, unbiased conclusions cannot be drawn. It seems however, that a higher economic linkage between exporting and importing countries enabled through the market opening may improve the overall situation of energy security
