THE HUALIEN LARGE-SCALE SEISMI C TEST (HLSST) PROGRAM IS UNDER WAY TO INVESTIGATE THE SOIL-ST RUCTURE INTERACTION DURING LARG E EARTHQUAKES IN HUALIEN, A HIG H-SEISMIC REGION IN TAIWAN. IN THE HLSST, PREDICTIVE AND CORRE LATIVE SIMULATION ANALYSES OF F ORCED VIBRATION TESTS FOR A 1/4 -SCALE MODEL BUILDING AND EARTH QUAKE OBSERVATIONS WERE CONDUCT ED USING GEOTECHNICAL INVESTIGA TION INCLUDING VELOCITY LOGGING AND SAMPLING BY AN IN-SITU FRE EZING TECHNIQUE. THIS REPORT SU MMARIZES THE FIELD AND LABORATO RY TESTS CONDUCTED TO OBTAIN TH ESHEAR MODULUS AND DAMPING RAT IO OF THE SOILS FOR DYNAMIC RES PONSE ANALYSIS AND TO CHARACTER IZE THE GROUND OF THE TEST SITE . THE FOLLOWINGCONCLUSIONS WER E DRAWN. (1)FOR SAND, THE SHEAR WAVE VELOCITIES ESTIMATED BY C YCLIC TRIAXIAL TESTS A VERY SIM ILAR TO THOSE MEASURED BY IN-SI TU VELOCITY LOGGING, WHEREAS SH EAR WAVE VELOCITIES OF GRAVELLY SOILSESTIMATED BY CYCLIC TRIA XIAL TESTS WERE MUCH SMALLER TH AN THOSE MEASURED BY IN-SITU VE LOCITY LOGGING. THIS DIFFERENCE SEEMED ATTRIBUTABLE TO THE EFF ECT OF HETEROGENEITY IN THE GRA VELLY LAYER. (2)THE ANISOTROPIC BEHAVIOR OF THE GRAVELLY LAYER OCCURRED DURING EARTHQUAKE OBS ERVATIONS AND FORCED VIBRATION TESTS CAN BE EXPRESSED AS AN OR THOTROPIC ELASTIC BODY IF THE M ODEL PARAMETERS ARE DETERMINED CORRECTLY.
