THE LEAK-BEFORE-BREAK CONCEPT OF INVESTIGATING THE STRUCTURAL INTEGRITY OF LWR PIPING HAS BEEN STUDIED GENERALLY UNDER QUASI-STATIC LOADING. IPIRG(INTERNATIONAL PIPING INTEGRITY RESEARCHGROUP)HAS CONDUCTED MANY CRACKED-PIPING RESEARCH PROGRAMS UNDER HIGH-RATE LOADING TYPICAL OF SEISMIC EVENTS. IT WAS ASCERTAINED THAT THE FRACTURE STRENGH OF AMERICAN CARBON STEEL A106 IS INFLUENCED BY HIGH-RATE DYNAMIC LOADING. THIS REPORT PRESENTS THE RESULTS OF MATERIAL PROPERTY TESTS,CRACKED-PIPE FRACTURE TESTS SUBJECTED TO BENDING,AND PIPE FRACTUREANALYSIS FOR JAPANESE CARBON STEEL STS42. THE INFLUENCE OF DYNAMIC LOADING ON PIPE FRACTURE UNDER HIGH TEMPERATURES WAS INVESTIGATED. THE CONCLUSIONS ARE AS FOLLOWS: (1)MATERIAL PROPERTIES ARE DEPENDENT ON DYNAMIC LOADING AT HIGH TEMPERATURES(288DEGREE). ALTHOUGH TENSILE STRENGTH DECREASES AS STRAIN RATE IN CREASES,IT IS SATURATED AT HIGH STRAIN RATES.(2)FRACTURE LOAD IN CRACKED-PIPE FRACTURE TESTS IS NOT INFLUENCED BY DYNAMIC LOADING AT HIGH TEMPERATURES(265DEGREE). FOR CYCLIC LOADING THE NUMBER OF FRACTURE CYCLES CAN BE PREDICTED FROM THE RATIO OG THE APPLIED LOAD RANGE TO THE PLASTIC COLLAPSE MOMENT.(3)THE FAILURE CYCLE IN CRACKED-PIPE FRACTURE TESTS UNDER CYCLIC LOADING CAN BE EVALUATED SATISFACTORILY BY USING THE ELASTIC-PLASTIC FRACTURE MECHANICS PAPRAMETERS JMAX,AND DELTAJ.
