MOST OF THE FOSSIL-FUEL POWER PLANTS HAVE EXCEEDED THEIR DESIGN LIFE OF 100,000 HOURS OF OPERATION. DUE TO THE EMERGENCE OF NUCLEAR POWER,THESE OBSOLETE FOSSIL-FUEL PLANTS ARE BEING FORCED TO OPERATE UNDER INCREASINGLY SEVERE CONDITIONS OF INTERMEDIATE AND PARTIAL LOADING. UNDER THESE CONDITIONS,ACCURATELY-MANAGED MAINTENANCE OF THESE LONG OPERATED FOSSIL-FUEL PLANTS HAS AN IMPORTANT ROLE TO PLAY. ALL POWER COMPANIES RECOGNIZE THE NEED TO DEVELOP TECHNIQUES FOR DIAGNOSING DEGRADATION EFFECTS AND ESTIMATING THEIR REMAINING LIFE. AT THE REQUEST OF THE CENTRAL ELECTRIC POWER COUNCIL AS PART OF A PROJECT TO DEVELOP TECHNIQUES FOR ESTIMATING REMAINING LIFE OF HIGH TEMPERATURE TURBINE EQUIPMENT,OUR INSTITUTE IS DEVELOPING A DATA BASE FOR USE IN PREDICTING THE REMAINING LIFE OF HIGHTEMPERATURE METERIALS USED IN LONG-OPERATED THERMAL POWER PLANT FACILITIES. THIS REPORT SUMMARIZES THE RESULTSOF AN EVALUATION OF STRENGTH CHARACTERISTICS MADE USING SPECIMENS TAKEN FROM AN INTERMEDIATE-PRESSURE ROTOR (AND HIGH-PRESSURE INTERNAL CASING) WITH 119,700 HOURS OF SERVICE. SOFTENING THAT CAUSES DETERIORATION OF TENSILE AND CREEP STRENGTH IS INDUCED TO THE ROTOR AND CASING FOR LONG-TERM SERVICE.
